I heard about this agenda item and I asked for this email to be sent to me. I wanted to echo the sentiments of Mr Kaplan with regards to Jill Shackleford. Mr Kaplan and I share the same goals and desires for our communities and State. In fact, I have always looked to your City as an example with regards to the former Commission on Blasting; which also, happens to be a major issue in Williamson County.

I consider Ms Shackleford a rare jewel for our communities. Most experts in the Aggregate Production Operators, of course, work for those same industries. And it is very difficult to find an expert who understand the APO industry and our communities as well as Ms Shackelford.

I have seen her in action at a town hall with a State Representative in Marble Falls; saw her testify at a House committee at the Capitol; seen her multiple times leading the Kerrville Citizen Advisory Council (yes, I drove down to Kerrville just knowing that she was there). She also was a Panel Expert on our own Public Event last year and she is now helping us us start our own Citizen Advisory Council here in Williamson County.

She is the ‘ The Bridge’ between the APOs, local,governments and Communities to foster better relationships, that is, to help the APOs to be ‘Better Neighbors’. While we understand that the APOs deservedly need to be in business to support the growth of Texas; we only ask that the APOs respect our communities and to implement Best Management Practices (BMPs) to minimize their impact on the places that we live, work, and play.

I applaud what you are doing as City Leaders in protecting your citizens. However, with all of the City issues on your plate, you really need a person like Jill Shackleford who understands both points of views. She has already started building relationships with the local leaders here. I commend her very highly and we are so thankful to be working with her.

Thank you for your leadership in creating more productive dialog with aggregate production operations (APOs) and other stakeholders in and around Garden Ridge, through the creation of an APO Advisory Council.

I am writing on behalf of the Hill Country Alliance (HCA), whom I serve as the Program Director, as well
as the Texans for Responsible Aggregate Mining (TRAM) coalition, which HCA is a member of, and which
I serve as Secretary.

Hill Country Alliance (HCA) is a non-profit organization that works across 17 counties with privatelandowners, local communities, and partner organizations to steward the natural resources and uniqueplaces of the Texas Hill Country. We bring people together to work more strategically, to identify and fillgaps in existing efforts, and to convert thoughtful conversation to meaningful action. This includes co-founding TRAM and participating in the Kerr County APO Advisory Council. TRAM is a coalition of 26member organizations around the state, dedicated to promoting best practices in the aggregates,concrete, asphalt, and cement industries.

Both HCA and TRAM recognize the need for these industries and their products in our region. It is ourgoal to work with industry, government, and others to contribute to the proliferation of common-sensebest practices in the industry, and we have had success doing so. In this pursuit, we have foundadvisory councils to be an invaluable tool for communities and industry to foster better relationshipsand dialogue, increase transparency, head off problems before they arise, and achieve better outcomesfor the community and industry alike.

You have already hired the ideal person, Jill Shackelford, to pull the Advisory Council together and guide its efforts. You are off to a great start and we strongly encourage you to continue the progress by adopting the resolution to formally establish the APO Advisory Council today.

My name is Patrick Kerry. I am a retired senior manager of a large construction materials company having held positions in sales, marketing, transportation, strategic planning and general management. I hold a masters degree in business management.

I have known Jill for many years. I have seen her grow and broaden her experience and skills sets to where today she is recognized in the industry as a highly qualified and knowledgeable individual. She is hired and is sought after in many areas of the industry including legislation and public relations.

I was most impressed with Jill when she set out to put in a quarry in Austin,Texas, where it was known to be virtually impossible to get the required permitting and to deal with the surrounding area. She never gave up the challenge and in the end open and built a highly successful crushed stone business. She did not accomplish this endeavor without the help of many experts including lawyers and legislators but she built a team and took the sound advice of that team to get the only quarry I know of permitted in the Austin area.

After she had operated the quarry for a number of years, she and her family decided to sell their very profitable business which also included their construction company. My company was one of the suitors. Jill employed accounting, legal and others to help her determine the right financial evaluation.
My company was unsuccessful but Jill sold the business for a very handsome price.

If I had a quarry or construction business to sell, Jill would be my first pick to spearhead the endeavor. I believe she would get the very best price and terms. Plus, she is a genuinely nice person.
