Our Story

Landstone Consulting, LLC was founded to address a critical gap in the consulting industry: the need for integrated expertise across environmental compliance and community relations for real estate development, mining operations, water, oil and gas, and other projects. Too often, projects fail because they lack coordination between these essential disciplines.

Our team combines decades of experience in regulatory affairs, environmental consulting, mining operations, real estate development, and governmental relations. This unique blend allows us to anticipate challenges, streamline processes, and deliver comprehensive solutions that work.

Sam Shackelford

Landstone Consulting - Principal Consultant

Expertise: Real Estate Broker

As a seventh generation Texan, Sam brings a deep knowledge of land, wildlife and community needs. With rangeland and wildlife experience through Texas Tech University and a degree from the University of Texas at Austin, Sam combines academic expertise with hands-on experience. He and his family own and operate a ranch in McCullough County, Texas, and he has guided hunts across the state, including professional staff work with Bucks of Tecomate and Realtree’s Monster Bucks.

Sam founded and sold a successful construction industry business and has extensive knowledge of pipeline, seismograph and easement negotiation. He also facilitated acquisitions and sales of thousands of acres all over Texas and has broad expertise in aggregate exploration, including all aspects of mining for aggregates and sand.

Jill Shackelford

Landstone Consulting - Principal Consultant

Expertise: Mining | Permitting | Environmental | Public Relations

Founder of Industrial Asphalt, Inc. in 1995, Jill has decades of experience leading asphalt and mining operations. She is an expert in groundwater, stormwater, rock crushing, concrete and asphalt plant permitting, as well as site development approvals. Jill also advises mining operations on MSHA compliance, blasting and operational strategy. She is currently a consultant for the Great Springs Trail, working to bridge the gap between trail planning and the mining operators along its path.

She successfully negotiated the largest asphalt contract in Texas history for the SH 130 toll road, blending European and American specifications with international partners. Jill consults in public engagement, transparency and communications, often working with community groups and HOAs in contentious permitting situations.

Jill teaches in the Embrace Ministry at Austin Ridge Bible Church. She is widely recognized as a thought leader on balancing environmental compliance with industrial growth.

Crystal Burgess

At Burgex, Crystal leads a team specializing in exploration, market analysis, mine planning and feasibility studies. Burgex’s mission is to “solve the challenges of mining,” providing clarity, confidence and momentum for clients’ mineral development projects. Crystal emphasizes education and transparency, helping the public understand the critical role of mineral exploration in economic progress.

Emily Lindley

E. Lindley Consulting - Strategic Advisor

Expertise: Environmental, Regulatory, Public Affairs

A former Texas Commission on Environmental Quality (TCEQ) commissioner (2018–2024), Emily previously served as EPA Region 6 chief of staff, overseeing Texas, New Mexico, Oklahoma, Arkansas and Louisiana. With over 16 years at TCEQ, she has been a lead advisor on permitting, enforcement, water policy and regulatory negotiations.

Emily successfully negotiated federal delegation for produced water jurisdiction, served as Texas’s lead negotiator in binational water agreements with Mexico and testified regularly at the Texas Legislature. She is regarded as one of Texas’ foremost experts in regulatory strategy, agency relations and environmental.

Daniel Boring, CRE®, MAI, ARA, ASA, brings more than 30 years of experience providing complex valuation and advisory services for land, natural resources, and specialized assets. His background includes extensive work with mining operations, quarries, and landfills, along with other large-scale industrial and agribusiness properties. In addition, Daniel leads Kidder Mathews’ Machinery & Equipment Valuation practice, specializing in yellow iron and heavy processing equipment across industries such as mining, construction, and waste management. He has directed valuations for some of the nation’s most prominent extraction and waste facilities, delivering USPAP-compliant analyses that support acquisitions, dispositions, financing, litigation, and strategic planning. His work is recognized for combining technical depth with clear, defensible results for attorneys, corporations, and institutional investors.
